Public Safety
The Public Safety Systems Division (PSSD) was formed in 2008 by combining Police and Fire Information Systems staff and transferring them to the Information Systems Services Division. The division is comprised of two business units: the CAD/RMS unit, which supports the Computer Aided Dispatch and Records Management Systems, and the MDC Unit, which supports the laptops in the vehicles and the mobile data applications that reside on them. Total staff in the division is 12 and 1 administrator. The division supports hardware and software for more than 400 combined police and fire vehicles. The following is a brief synopsis of the applications supported by the division:
Internal Applications
- TLCView (Mobile Map Viewer): An application developed by the Interlocal GIS group (Leon County GIS and City GIS). Currently running on computers in the patrol vehicles, it provides officers with access to a map of Tallahassee/Leon County to assist them in locating addresses and common places.
- CADView: This application shows a summary of all current and pending calls for service for both police and fire and is accessible on the computers in the vehicles.
- MediaView: This application is only available to the Media and provides general information regarding specific calls for services such as traffic crashes.
- FireRMS: The Records Management System for the fire department reports.
- Premier Mobile Data Computer (PMDC): Through the use of this application, the information that is entered into CAD is automatically sent to the computers in the officer's vehicle.
- Electronic Arrest Affidavit: Utilizing the Electronic Field Based Report application, officers making arrests do not have to complete duplicate reports for the court system and TPD. A single electronic report saves time on all arrests and improves the quality of the arrest affidavits.
- Driver and Vehicle Information Database (DAVID): Driver and Vehicle Information Database (DAVID) allows law enforcement officers to look-up information such as Drivers License, photo and motor vehicle information.
- PowerDMS: PowerDMS is the document management system through which TPD distributes policy & procedures.
Third-Party Applications
- Computer Aided Dispatch System (CAD) - Motorola, Inc.: All calls for service (both 911 calls and non-emergency calls) are inputted into this system and subsequently dispatched for service.
- Advanced Tactical Map (ATM) – Motorola, Inc.: An integrated component of the CAD system that utilizes GIS mapping information to provide a color map display of the locations of incidents and units, their relationships to each other, and their status information.
- Advance Tactical Map Mobile (ATMM) - Motorola, Inc.: A thin version of ATM currently running on computers in all fire vehicles for mapping shortest distance to calls, displaying road closures and detours.
- Automated Vehicle Locator (AVL) – Motorola, Inc.: An integrated component of the CAD system that shows on the ATM where all patrol vehicles equipped with GPS devices are located. It is also capable of recommending "closest car" to a call based on the location of the vehicle.
- Open Query (OQ) – Motorola, Inc.: A tool that allows officers to query external law enforcement databases such as NCIC/FCIC.
- Infotrak Records Management System (RMS) – Motorola, Inc.: The purpose of this system is to collect data from both the CAD and FBR programs. All Incident and Traffic Crash reports are automatically imported into the RMS within minutes of being approved.
- WinACE - Software Technologies, Inc.: The WinAce application keeps track of information for all property and evidence seized by Police.
- Infotrak Investigative Query (IIQ) – Motorola, Inc.: IIQ is a user-friendly application that allows all personnel to query Records Management System information for related case information.
- CrimeView/FireView - Omega Group: All data is transferred to non-production servers so that there is no impact on the production environment. CrimeView/FireView maps all data to ascertain workload patterns, trends, and density reports.
- Quick Voice - Advanced Public Safety: This software allows for all record queries (i.e., tags, wanted persons, etc.) to be "read" aloud on the officer's laptop. This voice-over allows the officer to drive without having to take their eyes off the road to read the query responses.
- Quick Data - Advanced Public Safety: This software allows the Uniform Traffic Citation (UTC) information to be transferred from the laptops to the Leon County Clerk of Courts Office.
- Field Based Report (FBR) Writing - SunGard Public Safety: Officers in the field use the FBR writing software to complete both Incident and Traffic Crash reports.
- Automated Daily Observation Report and Evaluation (ADORE) – MdE, Inc.: Application for the Field Training Officer (FTO) program.
- Business Intelligence (BI) Suite - Hummingbird: The BI Suite develops statistical reports, graphs, and charts. Reports are published on BI Web for all personnel to query. The BI Suite uses data from the CAD and LRMS.
- CrimeNtel - CI Technologies: This is a criminal intelligence system application.
- IAPro - CI Technologies: Application for the Internal Affairs Unit to manage and track investigations, early warning programs, and general statistical reports. Includes BlueTeam application which allows personnel to submit and approve Use of Force Vehicle Pursuit, reports via TPD-Net.
- Mobile Audio Video Recording In-Car Camera System (MAVRICS) - COBAN Technologies, Inc.: Several police vehicles are equipped with this system to record traffic stops.
- Performance Management Plus (PMP) - On-Target, Inc.: Performance evaluation software used by the police and fire department.
