Florida state law requires all development applications, rezonings, annexations, and many new laws and ordinances to be consistent with the Comprehensive Plan. The Comprehensive Planning Division reviews these proposals to evaluate consistency with the Comprehensive Plan. These consistency reviews are provided to the City or County Development Review Committee, Planning Commission, or City or County Commission as a part of the overall development review process. To obtain a copy of the consistency review evaluation for a particular project, please contact the Planning Department at (850) 891-6400.

How to file a Comprehensive Plan Amendment
Comprehensive Plan Amendment Process (New Requirements)
The Leon County Board of County Commissioners and the Tallahassee City Commission will accept for review proposed map amendments to the Future Land Use Map and proposed text amendments to the Comprehensive Plan any time prior to the deadline. To apply for a map amendment, you must be the owner of the subject property or a legally authorized agent of the owner. A $200 non-refundable filing fee and a separate application form for each map amendment request is required. Due to new Florida Statutory requirements, Prior to submitting a Comprehensive Plan Future Land Use Map Amendment or a Text Amendment Application, you must schedule and attend a mandatory pre-application conference with staff of the Comprehensive Planning Division (850) 891-6400. The State of Florida requires local governments to periodically assess the effectiveness of their Comprehensive Plan to adequately address changes in local conditions and changes in the State's policy regarding planning and growth management. The major issues covered in the current (2007) report are:
- Implementing Multi-modal Solutions for Sustainability, More Compact Urban Form and Regional Interconnectivity
- Increasing the Availability of Affordable, Low Income and No-Income Housing
- Reducing Land Use Conflicts in the Urban Core
- Improving Regional Groundwater Quality and Wakulla Springs
- Adopted EAR submitted to FDCA
Campus Master Plan Reviews
All state universities in Florida were required to revise and adopt new campus master plans in 1995. In Tallahassee-Leon County, both Florida A&M University and Florida State University have adopted their respective master plans. Over the next 10-20 years, the combined enrollments of the two universities will increase by about 22-25,000 students. This will result in additional increases in university faculty and staff also. Since the campus planning process began in 1993, Planning Department staff, as well as other City and County agencies, have been monitoring and reviewing the campus master plans, particularly with regard to their probable effects on housing, transportation, and stormwater in the local community. The FAMU master plan was adopted in September, 1995, and the FSU master plan was adopted in November, 1995.
