Comprehensive Plan Amendment Process

NEW INSTRUCTIONS-5/30/2008

The Leon County Board of County Commissioners and the Tallahassee City Commission will accept for review proposed map amendments to the Future Land Use Map and proposed text amendments to the Comprehensive Plan any time prior to the deadline. To apply for a map amendment, you must be the owner of the subject property or a legally authorized agent of the owner. A $200 non-refundable filing fee and a separate application form for each map amendment request is required. Due to new Florida Statutory requirements, Prior to submitting a Comprehensive Plan Future Land Use Map Amendment or a Text Amendment Application, you must schedule and attend a mandatory pre-application conference with staff of the Comprehensive Planning Division (850) 891-6400 .  The deadline for completing this meeting is 10 workdays prior to the application period deadline date. An application may not be submitted without a pre application conference.

Please read carefully the attached information explaining the Comprehensive Plan amendment process before filling out an application form.

If you are applying for an amendment to the Future Land Use Map or a change that would require a rezoning to implement the Future Land Use Map amendment, you will be required to apply for a rezoning to an eligible Zoning district. You will be required to submit a completed application for rezoning at the time you file for plan amendment. Following the transmittal for state and regional review of your proposed map amendment, additional information regarding the rezoning will be sent to you. Local government will process a rezoning request on your behalf at the time local government adopts the Comp Plan Map amendment. Processing time for a rezoning request is approximately 60 days. If your proposed amendment is not transmitted, you will not be eligible for a rezoning.

The deadline for completion of a pre-application conference with TLCPD staff is November 12th, 2008. No application will be accepted without a pre-application meeting. Applications submitted without a pre-application conference and all required information will be returned to the applicant or scheduled for the following amendment cycle. The deadline for submittal of a complete application for an amendment to the Future Land Use Map is 5:00 P.M., from November 26th to November 28th.  Applications received after that date will be scheduled for the next available amendment cycle. An application must be complete and sufficient in analysis upon submittal to the Department. Incomplete or insufficient documented applications will be returned to the applicant. The department has 10 workdays to determine if the application is complete and sufficient.
