The City of Tallahassee adopted the Gaines Street Revitalization Plan ("The Plan") in November 2000. The Plan articulated its objective for the Gaines Street Corridor in a 1996-planning project that involved over a hundred people. Out of that effort came a vision for creating a special place for residents, workers, students, and visitors. The vision was to establish an area with a unique urban character, providing residential, entertainment, and cultural activities, all complimented by parks and bike paths.

In the relatively few months that have passed since its adoption, Tallahassee residents have claimed ownership of The Plan and is reinvesting in itself.
