Mission of Transportation Planning

The mission of Transportation Planning is to provide staffing, research, and policy analysis on a wide variety of transportation-related issues for all modes of transportation throughout the Tallahassee-Leon County region.

Specifically, Transportation Planning is involved in developing, evaluating and maintaining the transportation element (PDF) and roadway functional classification maps of the Tallahassee-Leon County Comprehensive Plan and associated maps, conducting special road and highway planning studies, as well as various modeling activities that may be warranted for comprehensive plan amendments, sector plans, neighborhood plans or corridor studies. Staff also performs policy analysis on transportation-related issues in coordination with the State, Capital Region Transportation Planning Agency, Blueprint 2000 and other local agencies in the preparation of transportation programs such as the Bicycle & Pedestrian Master Plan and the Long Range Transportation Plan (LRTP) for the Tallahassee-Leon County region

In February of 2009, the Florida Department of Transportation, Leon County, and the City of Tallahassee entered into a Memorandum of Agreement to pipeline developer proportionate fair-share mitigation for transportation impacts.  This means that rather than expending small amounts on small projects spread around the community, the mitigation money will accrue in a bank account until enough money is collected to complete one major transportation project.  The MOA divides the County in five districts and identifies the project priorities for each district.  In the outer four districts, 80% of the money will be spent on a roadway project and 20% will be spent on bicycle, pedestrian, or transit projects.  Within the fifth district, which is the Multimodal District, 100% of the money will be spent on bicycle, pedestrian, or transit projects.  The MOA link below includes a map and a listing of the roadway project priorities.

In April of 2009, the Tallahassee/Leon County Multimodal Transportation District became effective for the central area of the City. The goal is to facilitate the use of multiple modes of transportation, leading to a reduction in automobile use and vehicle miles traveled. But a Multimodal District addresses more than just transportation - by adopting such a district, the community recognizes that mixed uses and well-designed buildings & public places are just as important as providing transit, bike paths, and sidewalks.

According to the Florida Department of Transportation, "a multimodal transportation district is an area where primary priority is placed on assuring a safe, comfortable, and attractive pedestrian environment, with convenient interconnection to transit... Common elements include the presence of mixed-use activity centers, connectivity of streets and land uses, transit-friendly design features, and accessibility to alternative modes of transportation."
A Multimodal District is created through adoption of an amendment to the Comprehensive Plan, and allows mitigation fees from development to go toward transit, bicycle, and pedestrian projects rather than road widening. This is important in the core of Tallahassee because there isn't room to widen many roads, if any, without destroying parts of the community.

Lafayette Streetscape Study

Completed in 1999, the Lafayette Streetscape Study is a concept plan for landscape and mobility changes to make the area functionally and visually more attractive. The corridor is envisioned as a pedestrian-friendly area, providing an alternative to Apalachee Parkway. In early 2000, both the City Commission and Board of County Commissioners approved the plans. Several proposed projects, such as the planted Live oaks near Indianhead Drive and the Pedestrian tunnel beneath the railroad overpass, have moved forward and others are budgeted to occur in the coming years.
