Neighborhood Enhancement Program

With a focus on neglected neighborhoods and residential streets, the City Commission recently approved the Neighborhood Enhancement Capital Improvement Plan and authorized moving forward with implementation. This new program, known as the Neighborhood Enhancement Program, reinstates several residential street projects from the City's Mini-PASS Program that ended in 1997 and advances several arterial/collector street projects from the current PASS Program. This program also furthers the directives of a number of programs currently administered by the Tallahassee-Leon County Planning Department, including the Southern Strategy, the Neighborhood Renaissance Program and the South Monroe Sector Plan. Projects proposed under this program are in addition to the current City 5-year Capital Improvement Plan (CIP).

Candidate projects, compiled from long-range programs and sector plans, were categorized into the following three groups:

  1. Reconstruction of residential streets
  2. Reconstruction of neighborhood collector streets
  3. Residential sidewalks

The projects were then ranked for priority based on the following point system:

Pedestrian generator 15
Accident within 3 years 15
Roadside hazards 20
Welfare 30

Total maximum per project: 100

Finally, with input from citizens and City staff, we were able both to fine-tune the rankings and select the top 45 projects slated for completion.

Preliminary budgets have been established for the 45 projects remaining on the candidate list. Budgets include Project Development & Environmental (PD&E) studies, right of way (ROW) acquisition, construction, and utility relocation. Public meetings are being conducted to inform the public of the selection and ranking process as well as to seek input for refinements to the candidate list.
