Weems Road PASS Project

The Weems Road PASS (Pedestrian and Sidewalk Safety) Project is a two-phase project to improve Easterwood Drive from Weems Road to Capital Circle N.E., and to reconstruct Weems Road itself from Mahan Drive to Easterwood Drive. [MAP (293KB PDF)]

  1. Phase I of the Weems Road PASS Project will extend from the CSX railroad crossing to Capital Circle N.E. The purpose of this phase of the project is to bring these segments of Weems Road and Easterwood Drive up to City standards.

    These improvements include realignment of Easterwood Drive and Weems Road with the construction of a roundabout at the intersection of Weems Road and Easterwood Drive, turn lanes, curb and gutters for stormwater runoff, sidewalks and bike lanes.

    A new traffic signal will be added at the intersection of Easterwood Drive and Capital Circle N.E. Also, the stormwater system will be upgraded and water, electric and telephone utilities will be relocated. Phase I construction will start December 7, 2010 and will require the closure of Easterwood Drive between Capital Circle N.E. and Weems Road. Weems Road itself will also be closed between the railroad crossing and Easterwood Drive. A detour route will be posted, with particular emphasis given to accessing the Tallahassee-Leon Community Animal Service Center and Tom Brown Park.

    During roadway closure, the Tallahassee-Leon Community Animal Service Center, Tom Brown Park and American Red Cross-Capital Area Headquarters will be accessible along Easterwood Drive only from Conner Boulevard.

    Weather permitting:
    • Easterwood Drive should reopen within six months of the start of Phase I (mid-June, 2011).
    • All of Phase I should be complete by the end of 2011.

  2. Phase II of the Weems Road PASS Project will continue the improvements from the Weems Road CSX railroad crossing to Mahan Drive. This phase is currently under design, and construction is scheduled to begin in 2013.

    Roadway improvements in this phase will include widening, lane addition, bike lane, curb and gutters for stormwater runoff, and sidewalks. This phase will also include the installation of a large stormwater culvert under Weems Road at the Weems Pond to address roadway flooding.
